प्राकृतिक तौर पर ऑक्सीजन वातावरण में मौजूद होती है. ये वो हवा होती है, जिसे स्वस्थ फेफड़ों वाले लोग आसानी से ले पाते हैं, लेकिन जैसे ही सांस की किसी बीमारी से प्रभावित मरीज, जिसमें कोरोना संक्रमण भी शामिल है, के लंग्स पर असर होता है, वो वातावरण से ऑक्सीजन सीधे नहीं ले पाता है. ऐसे में उसे मेडिकल ऑक्सीजन की जरूरत पड़ती है. इसे वर्ल्ड हेल्थ ऑर्गेनाइजेशन (WHO) ने भी अति-आवश्यक मेडिकल जरूरत में शामिल किया. यहां समझें कि मेडिकल ऑक्सीजन एक तरह की दवा है, जिसे केवल डॉक्टरों के प्रिस्क्रिप्शन पर ही दिया जाता है. गैस को शुद्ध किया जाता है मेडिकल ऑक्सीजन तैयार करने की प्रक्रिया प्लांट में होती है. इस दौरान हवा में से विभिन्न गैसों से केवल ऑक्सीजन को निकालकर अलग किया जाता है. बता दें कि हवा में ऑक्सीजन लगभग 21% ही होता है, इसके अलावा दूसरी गैसें और धूल भी होती हैं. इसमें में इंसान का सिस्टम केवल ऑक्सीजन लेता है. मरीज के लिए एयर सेपरेशन तकनीक से यही ऑक्सीजन अपने शुद्धतम रूप में अलग की जाती है. तरल से फिर गैस रूप में बदलाव ऑक्सीजन को बाकी गैसों से अलग करके तरल ऑक्सीजन के रूप में जमा करते हैं. इसकी शुद्धता 99.5% होती है. इसे विशाल टैंकरों में जमा किया जाता है. यहां से वे अलग टैंकरों में एक खास तापमान पर डिस्ट्रिब्यूटरों तक पहुंचते हैं. डिस्ट्रिब्यूटर के स्तर पर तरल ऑक्सीजन को गैस के रूप में बदला जाता है और सिलेंडर में भरा जाता है, जो सीधे मरीजों के काम आते हैं. इसके अलावा भी मेडिकल ऑक्सीजन तैयार करने के कुछ तरीके हैं जैसे वैक्यूम स्विंग एडजोरप्शन प्रोसेस. इस प्रक्रिया में भी ऑक्सीजन को हवा से छानते हुए अलग कर लेते हैं और तरल रूप में जमा करते हैं. बाद में ये गैस रूप में बदली जाती है. एक और प्रोसेस है, जिसे इलेक्ट्रोलिसिस कहते हैं. इसके लिए पानी में से ऑक्सीजन ली जाती है. इसके लिए पानी में करंट पास करते हुए उसे हाइड्रोजन और ऑक्सीजन में तोड़ दिया जाता है. दोनों गैसें जैसे ही अलग होती हैं, उन्हें मशीनों के जरिए सोख लेते हैं. इस दौरान ऑक्सीजन तो बनती ही है, साथ ही हाइड्रोजन गैस भी तैयार होती है, जिसका अलग इस्तेमाल है. देश में रोजाना 7,000 मैट्रिक टन ऑक्सीजन बना सकता है. इनमें सबसे बड़ी कंपनी आईनॉक्स (Inox) रोज 2000 टन ऑक्सीजन बना लेती है. लेकिन कई वजहों से इसका पूरा उपयोग नहीं हो पा रहा. किन कारणों से आ रही समस्या हमारे यहां पर्याप्त संख्या में क्रायोजेनिक टैंकर नहीं हैं, यानी वे टैंकर जिनमें कम तापमान पर तरल ऑक्सीजन स्टोर होती है. इसके अलावा मेडिकल ऑक्सीजन को नियत जगह तक पहुंचाने के लिए सड़क व्यवस्था भी उतनी दुरुस्त नहीं. ऐसे में छोटी जगहों, जहां ऑक्सीजन के स्टोरेज की व्यवस्था नहीं है, वहां मरीजों को ऑक्सीजन की कमी होने पर जीवन का संकट बढ़ जाता है क्योंकि ऑक्सीजन पहुंचने में समय लगता है. ये सुझाए गए समाधान संकट को दूर करने के लिए 22 अप्रैल से ही 9 उद्योगों को छोड़कर सभी कारखानों के लिए ऑक्सीजन के निर्माण पर रोक लग चुकी है और निर्देश है कि प्लांट केवल मेडिकल ऑक्सीजन ही तैयार करें. इसके अलावा स्टोरेज के लिए बड़े टैंकर बनवाने पर जोर दिया जा रहा है ताकि मरीज की जरूरत पर तुरंत उसे ऑक्सीजन मुहैया कराई जा सके. स्टोरेज की क्षमता बढ़ने पर ट्रांसपोर्टेशन में लगने वाला समय और खर्च भी कम होगा क्योंकि एक ही बार में काफी गैस निर्धारित जगह तक पहुंच जाएगी. महामारी के दौरान औद्योगिक ऑक्सीजन बनाने वाली कई कंपनियों को मेडिकल ऑक्सीजन बनाने की मंजूरी मिली. ये भी अब काफी मदद कर रहे हैं.
